The customary tradition of ‘halwa ceremony’ already has done over the weekend in the North Block of Delhi to mark the beginning of the printing process of documents of the Union Budget 2019. At the ‘halwa ceremony,’ the finance minister Nirmala Sitharaman was serving the sweet to the officers and staff of the finance ministry and looked ready to present her first Union budget of 2019 on July 5.
The ritual plays a major role in the Union budget since all the officials and support staff in the ministry cut off from families till the presentation of the final budget in Lok Sabha and maintains absolute secrecy regarding the budget.
Any kind of contact through any family member or other dear one cut off by installing the mobile phone jammers, and cutting off the internet connections. And if any phone call to make, it made through landlines which are closely monitored. In a personal emergency, the concerned person taken to a room where he/she can make a phone call in the presence of the intelligent officer.
It is only the finance minister that has the right to enter and exit the protected zone, but even that too without a cell phone.
